Can't we keep Xray test mandatory linking to user story and epic?

• To maintain RTM , we should have XRays to be linked to user story and epic 
• But this is not mandatory and no way to make it.
• While transitioning story or epic to respective status can't we make this mandatory.
• If we made this will force teams to have atleast a test case for covering that user story or epic and gets captured in RTM reports.
