I'm trying to add rules to my Kanban board according following instructions:
but unfortunately I don't see "Manage rules" icon.
I know that I must have the administrator role and I have because I was able to add a new column with status.

I think you're in a "classic" project with a standard Software board. Rules only apply in "Next Gen" projects.
