In addition to what Shalini asked, have you tried reaching out to your Jira admins/IT department to see if they can help with this? Their team is usually the one handling these kinds of requests and helps troubleshoot issues related to your site/instance 👷

The link does seem to be part of Xray app, and there should be separate permissions to access specific features within the app and their UI.
