I can't open or download attachments from Jira tickets (png, jpg, doc etc). It continuing during more than 2 weeks.
- I can attach files to the description during creating tickets, but after saving, attachments are failed and I cannot open/download it (see screenshot 1)
- I can't download attachments to the comments (format of files doesn't matter) (see screenshot )
Tried from different browsers/incognito page - nothing

I think you should check with the Jira admin about change in the Project Permissions.
Project Settings - > Permissions -> Attachment Permission
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
