Can't install licence

Please see screenshot below. There is no button to install the licence, no doubt because of the message that Jira Software is not installed. If I click the Install button, it's busy for a minute or so, then I get the error on the top right of the screenshot (note the blank areas in the screenshot are not missing, they have been covered up).

Jira and Jira Service Management seem to be working properly. Version v8.22.0 

Not sure how to fix this?

The solution is here The error 'Jira Software/Service Management is licensed but not currently installed' is shown in the Versions & Licenses page.
