I have been trying to follow the instructions at: https://confluence.atlassian.com/jiracoreserver073/editing-multiple-issues-at-the-same-time-861257342.html to do a bulk issue move from one project to another, but I do not see the operations in the GUI. It says to go to Tools > Bulk Change, but I don't see a Tools menu option anywhere. I am able to move individual issues, one at a time, using the Move option directly from the ticket.
I have been given Administrator privileges so not sure it is a permissions issue.

To do bulk operations, you create a filter and then process the changes:

It appears that you do not have the Bulk Change permission. Please look over this documentation about how to check if you have that permission.

Ooops... Bulk Change is a global, not a project permission. This is the one you need:

You can reach that option through the menu that appears from search results page. As Bill stated, it's in the "..." menu in the top right corner of the screen.

Sometimes, you need to select Advanced Search to see the Bulk Change option.
