Can't edit permissions - have no "actions" button.

Hi all

Trying to edit permissions of a project, but I can't. I have administrator level for the project, but still can't do anything.

Descriptions refer to the "Actions" button. But this is not visible to me.

Does anyone know how to solve this?

This level of edit able only by jira-administrator.
