Can't create rest api access token to the project

I cant do this even if my role in the project is Administrator

api not working when I create personal access token. What for is this token then?
^ personal token works. I have missed .toString('base64') for basic Authorization header

yes and no - though personal access token works I cant create a technical token which isn't connected to my account but to repository. E.g. when I will no longer be a member I want a token to be valid for pipeline work
