Hello @Jira Administrator
Welcome to the Atlassian community.
There is not an email to use to contact Atlassian Technical Support. They are contacted by creating a support case through the customer portal. You may not yet be able to create a support case if you have not yet been successful in setting up a site with an app subscription.
What URL are you directed to when you click the contact us link within that message?
There can be a problem creating sites due to the network you are working from. For example, Atlassian no longer supports app subscriptions being created from networks linked to Russia. And I have seen messages about problems creating subscriptions from China.
Are you located in one of those countries?

I am from Netherlands. And after clicking contact us there nothing happens. It just redirects me on page where I can't even create a ticket or ask for help due to my site crimson-temple.atlassian.net not working, and I can't use It like url because it also not working...
