Hi,
I'm trying to create a new project for my team. When I'm in the main dashboard, I select the Project drop down and there's no option to create a new project. Is it a permissions issue?

Creating a new project does require you to have permissions. Please provide more information so that we can advise you in more detail.
Please let us know are you using JIRA Cloud or JIRA Server/Data Center.
Are you a JIRA Administrator? Have you been able to create projects in the past?
