Can't connect to Jira when enter license key and press next

I'm setting up JIRA at my local environment. I've registered on JIRA and genrated a license key, when i entered the key and press next, it always said i can't connect to Jira. I've tried VPNs, still not work. I've also tried I have an account but no key, same error. It's driving me crazy. Any suggestions? Screen captured as attached.

You've not read the error message.  It is telling you that it cannot connect to the marketplace over the internet, not JIRA.

We can't help you fix your network problems, but if you want to skip over it, just blank out the email and password and click next.  You'll get another warning, but click next again and it will proceed.
