Can't change assignee from the Assignee icon on a listed work item.

For the past couple of weeks, on Jira Cloud the list of potential assignees doesn't get populated when clicking on the Assignee icon on a work item in the Backlog view. If I select the work item, in the right panel view, then I will be able to change the assignee. This only happens on some work items seemingly randomly.

In addition to what @Nikola Perisic shared you can also clear your browsers cache.  Cloud products get updates and sometimes the browser is caching old JavaScript, CSS, etc. and needs the cache to be cleared in order to accept the updates.  This is dependent on your browser and browser settings.

I've tried this but some tasks still don't have their assignees list populated. It's so random.

I've faced this issue before and I resolved it with starting everything in incognito mode.

That would be an unfortunate solution. There must be a better way?
