Can't add user

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

I invite a new user via email and he has already logged into my organisation. But I can only find a "invited" status on my user list page. How can I add this user into my organisatioin? Should I turn my free plan into a payed one?

It sounds like he hasn't accepted the invitation. Are positive he has already logged in with that that same email address?
