Can't add team members on the issue as a watcher

After creating the issue on externaljira(https://xxxxextjira.attlasian.net), I tried to add team member on the issue as a watcher.

but when typing the member's account on "add watcher" window, I just meet message like "no users match your search". I can't add my team member on the issue as a watcher.

I tried to add member through MS Edge/Chrome/Firefox. but using any browser doesn't solve it.

What should I do for resolving this problem?

Are you the administrator of the Jira instance? An administrator of the instance needs to ensure that the user(s) have been granted access to the instance.

but I'm not an administrator of the externalJIRA that I'm using.

Do you know how to contact to administrator or how to find an administrator ?

I recommend that you start by contacting the person who told you to access that Jira instance or helped you get access to that Jira instance.
