Check the following things.

1. Check the Basics First
Connection: Toggle your Wi-Fi off and back on. If you're on a VPN, try disconnecting it.

Work Offline Mode: Check the Send / Receive tab. If "Work Offline" is highlighted, click it to go back online.

2. Clear the Outbox Bottleneck
Sometimes a large attachment or a glitch gets stuck.

Open your Outbox folder.

If an email is stuck, drag it to Drafts or delete it.

Try sending a simple "Test" email with no attachments to see if it goes through.

3. Check Your Storage
If your mailbox is full (or your OneDrive/Cloud storage is at its limit), Outlook will block you from sending.
