Can't Reach Site Administrator Settings

I'm a project manager in need of creating some custom fields. My boss is a site administrator, we are trying to elevate my user to site admin as well so I have the right access to create custom fields. 

Thing is, we can't seem to figure out how he can grant me such permission. Everything we find instructs us to go to admin.atlassian.com but all we see there is a CREATE form rather prompting us to SELECT an organization:

Note: Both myself (project admin) and my boss (site admin) see that same create form while logged in. For a brief moment it looks like there is a quick attempt to take us to the Atlassian Administrator settings but then suddenly we are redirected. 

Any help?

I created a support ticket with Atlassian but who knows how long that could take.

An organization in the Atlassian world is a way to manage users across all of your Atlassian products, as well as manage billing. It gives companies that have multiple instances of Jira, Confluence, etc. a way to manage licensing for all instances in a single place.

The site-admin permission gives a user not only system configuration permissions, but also licensing and billing permissions. It's entirely possible that you don't have an organization, and may not need one. 

If your boss is truly a system admin, they should be able to go to User Management (click the cog icon in the upper right to open the Settings menu and then go to your user record. From there, they can add you to various groups, including jira-administrators - this is a default group that should allow you access to Jira system configuration, including creating custom fields. Be aware that this gives you a lot of access, so be careful to stay in areas you're familiar with.
