Can restrict ability to create a P1 priority to a certain security group?

We would like to restrict the ability to enter a ticket as a P1 to a certain security group.  Can this be done?  If so how?

I am new to JIRA administration and having to learn on the job.

you can restrict to specific group to create issue

create group assign that group to permission scheme action like edit all comments and make sure that no other user/group has access to that particular action like browse project,create attachment
