Can not access Boards, Structure, Issue Navigator under MY JIRA HOME, all go to the same page as Dashboard clicked.

Can you provide a screen image of what you see for "MY JIRA HOME" and point out the items you are clicking?

That is not the same pop-up I see when I click on my Avatar in Jira Cloud.
Is your Jira URL similar to this?
https://<something>.atlassian.net
If it is then you are using Jira Cloud. If it is not, then you are using a self hosted Jira system (Jira Server or Jira Data Center).
Have you previously been able to access the other items? Is this a new problem or have you never been able to access the other items?
