According to https://jira.atlassian.com/browse/JSWCLOUD-15276, non-admins given workflow edit permissions are also given the ability to create new statuses if the project is using a simplified workflow. Is this accurate?
It doesn't look like they can directly from the workflow, but from the board's 'Add Status' functionality, it appears to give regular users the ability to create statuses. Surely, this can't be expected behavior.
Honestly, very interesting question.

Both a project Admin and a Board admin can add statuses, if the Simplified Workflow is used.
However I always thought that the user needs "Edit Workflow" permissions, which used to be the "extended project admin" permission and is now seperate.
By your description I would assume that the user is Board & Project Admin but doesn't have the Edit Workflow permission -> therefore the Workflow cannot be edited in the Project settings but Statuses can be added through the Board columns.
@Rebekka Heilmann _viadee_ The 'Add status' is where I need more clarity. Does that mean they can add an existing status to their board/project, or they have the ability to create entirely new statuses for the instance? One would hope the former, but based on the 'Suggestion', which should be a Bug in my opinion, it's the latter.
