Can I set issue assignee be more than 2 people?

No.  Assignee can't be more than ONE person, let alone two.  It's a single select, and it's a single person because as soon as there's two, in real life, you don't know who is responsible and ownership goes wrong.

Have a read through https://confluence.atlassian.com/jira/how-do-i-assign-issues-to-multiple-users-207489749.html for involving more than one person in the ownership, but always work on the principle that the issue is currently with the assignee and they're the one single person ultimately responsible for dealing with it.
