Can an external application alerting trigger script runner to pull data?

Hello,
What I am trying to achieve is to get data pulled into our JIRA project based on a security alert in another application. For example:

When a Alert is triggered in another application can that trigger a script runner macro to pull the data from its API and populate the alert into a JIRA ticket?
