The filters that we create also have a view option that can / should be changed to public for the customer outside the project to be able to view the data. I change the permissions to Public but it doesn't allow anyone outside to view it. Can this be possible ??

They would need to be a licensed Jira user to see the contents of the filter.

Are your filters for issues in Software, Service, or Business/Work Management projects?
What exactly do you mean that the people are "outside"? Do you mean users who do not have a license to access your Jira system?
