Can a JIRA user edit a list field?

I see there are single and multiple select list fields. Is there a list field available where I, as the Admin, would create a list and later, if a User was using JIRA and knew of a new item for the list, could add that item themselves without needing me to add it for them?

Example:

Admin created list:  1, 2, 3, 4, 5

Possible user edited list:  1, 2, 2.5, 3, 4, 5, 6

Nope, to edit the field values user should have Admin rights.

A normal user can not add or edit field and field values.
