Can Workflows be customized to issue types in the same project?

In my project, I would like to have different States/Workflow for different Issue types. IOW:

Epics: States = "Proposed, Active, Deprecated"

Issues & Tasks = "Proposed, Approved, In Progress, In Acceptance, Completed"

Yes, that's exactly what the "workflow scheme" does.
