Can Time Display format be configured at the Project Level?

Some of our industry segment projects utilize Time Display in dd hh mm.  Others prefer only hours.  Can time display format be configured at the Project level instead of global?

No, it's a global setting.  It has to be really, as a filter for "project A or project B" is not going to be usable without the same setup.
