Can Projectadmins change Workflows

I have a user which globally is in the group jira-user. for a single project this user is project lead and has administrator permissions as well as developer and users (verified with 'View Project Roles for User').

if t he user wants to change the workflow she gets the error that the worflow is owned by JIRA Software...

 

Whats wrong?

Yes and no.

To edit a workflow, you have to be a full administrator, not a project administrator

Except when the workflow is "simplified" by the JIRA Software function.  If that has been done, then the administrators of the board can change the workflow, but not by editing it directly, just by adding and removing status from it via the board configuration. 

When a workflow has been simplified, then full administrators should not edit it in the standard workflow editor - it works, but their changes will be destroyed and many functions won't work properly.
