Can Jira generate a PERT or Network view of a Project based on Issue dependencies?

Traditional Project Management tools include a PERT or Network chart which visually expresses the relationship between all the tasks. This is NOT time based, but relationship based. These charts also indicate the Tasks that are on the Critical Path and show the changes in critical path tasks as the project progresses.

Jira lets me set links between issues (blocks / is blocked by), but does not have the resolution of 'cannot start before' or 'cannot complete until'. Even without this subtlety, Jira does not seem to DO anything with these dependencies. Of what use are these links if they cannot be used to automatically track critical path items that can cause and entire project to miss deadlines, possibly months from now.

In Jira cloud you can create plans.  Plans has a feature that allows you to see dependencies similar to what you explained.  https://support.atlassian.com/jira-software-cloud/docs/what-is-the-dependencies-report-in-advanced-roadmaps/

@Paul Kraus , in addition to what @Brant Schroeder answered already, there are multiple apps/plugins on Atlassian Marketplace having Gantt/Network diagram/Critical Path capabilities that can take the links into account.

E.g. we automatically import and take them into account in our AgileCCPM for Jira extension that allows you to use Critical Chain approach in Jira:
