Can Initiatives be used without a licensed Advanced Roadmaps?

We have a client request to add Initiatives but i see this on our Manage apps page. Is there a way to add initiatives without obtaining a license for Advanced Roadmaps. This link makes me think Initiatives depends upon Advanced Roadmaps but just want to be sure.

You can always create new issue types and use issue linking, but you will not be able to add the hierarchy of Initiative - Epic - Story/Task - Sub-task without using Advanced roadmaps.
