I would like to set up an inbox which JIRA monitors. When a new email is sent to said inbox, or a new file is added to the folder - it would trigger a process within the automation suite.
Furthermore, can the automation send emails to external/unlicensed users?
You may set up an email handler to create issues in Jira Cloud. Please look here for information to set that up:

Regarding "watching" a folder if you mean a file folder somewhere, I do not believe that is built-in functionality. You could build your own listener and call the REST API, or investigate the marketplace for purchased app options as addons.
For sending emails, automation for Jira (A4J) can send emails to external/unlicensed users.
