Can I "Log Work" to a "Test" Issue Type?

We are using "Test" issue type issues.  We would like to log work onto our "Test" issues.  We have the "Time Tracking" field enabled for the test tickets.  The "Test" issue types, have a "More Actions" Pulldown menu instead of the normal "More" menu.  

How can I enable the ability of logging work to a "Test" type issue?

The "Test" issue type is available via project settings for the project.  We are not using a separate application to enable "Test" issue types.  Please see the image below.

If this is an issue type created on Jira directly then you should be able to add Time tracking fields to Jira issue screen.
