Can I prevent from users to self signing in for an Atlassian account?

Hello.

I'm the admin of the Worten.atlassian.net domain and I have a recurring problem.

We have, at the company, lots of people going through a contract update process, and one of the things this process includes is the email changes.

The problem is, these users that got their email updated "think" they can use the new email on theis current atlassian account, and when they try to loggin to their current jira or confluence work with the new email and find out they were not successful they create an account with the new mail... I understand that account is a "general" account, and it's not related to our instance, but from this point the user can't change the current working email (the old one) to this new one, because they get the  "Email already exists" error. And then we have to take that workaround moving the new emai's account to a 3rd email to free up the email and then we can change the current one to the new.

This is very annoying. Can I somehow prevent this from happening?
