Can I limit user priviliges not to change issue type?

No, you can't quite - if they can edit an issue, then they can change the issue type.

However... if you

Make sure that the issue types have different incompatible workflows or field configurations
Remove the "issuetype" field from all edit screens
Remove the user's "Move" permission

That will kind of do it!
