Can I limit user priviliges not to change issue type?

No, you can't quite - if they can edit an issue, then they can change the issue type.

However... if you

  • Make sure that the issue types have different incompatible workflows or field configurations
  • Remove the "issuetype" field from all edit screens
  • Remove the user's "Move" permission

That will kind of do it!
