We want to facilitate the creation of Epics in other JIRA projects out of a initiatives in a a JIRA project that is currently read-only for most users. Because is read-only, users can't use the option "Create Linked Issue" to create related issues in other JIRA projects where they have ability to create issues. In this scenario, is it possible to configure the permissions of the source project to allow people to use the option "Create Linked Issue" without given them Edit Issue permissions?
To be able to link you need two permissions:
- Browse project
- Link issues
Can you test with those two?
