Can I add initiatives to jira cloud but not nex generations level?

Can you describe your use case in more detail, please?

The OTB product supports Epic > Issue > Sub-task for the Classic Software project. If you need to modify that hierarchy you will need to install an app. Portfolio for JIRA, for example, adds the higher level Initiative issue.

Apparently the functionality was rebranded as "Advanced Roadmaps" and for JIRA Cloud is available only in the Premium Plan.

If you don't want to upgrade to the premium plan, then it looks like you have two options.

1. Find an app that will add the functionality you want. This one might work for you.

2. Create a new general issue type named "Initiative" and use the Issue Linking functionality to relate that issue to other issues. This does not create a hierarchy that JIRA will recognize as "parent/child", thought.
