Can I add a new status to Issue? Where to added?

You don't add a status to an issue, but rather to a workflow. You can then use that status to the issues that are using that workflow.
Where you add a status depends on the type of project you are in. You can usually see that on a board, near the bottom left corner of your screen, where Jira says you are in a team managed or a company managed project.
In a team managed project, you can find the workflow for each issue type from project settings > issue types. After selecting an issue type (e.g Task), you should see an Edit Workflow button near the top of your screen.
In company managed projects, you can find workflows via project settings > workflows. Editing them requires Jira Administrator permissions.
