Can 100 users Jira license use with 250 users Tempo license?

I'm using Jira server license for 250 user and Tempo license for 250 users.

I'm about to downgrade the Jira license from 250 users to 100 users in Jan 19.

For the Tempo license, it will be expired on Jun 19. So i will renew and downgrade it to 100 user on that time.

My question is, Can I continue to use 250 user Tempo license with the 100 user license?

I will use only 100 users for Tempo in Jan 19. (Same amount of user for Jira).

Yes. 

We don't often get asked about having a higher licence level than you need, but yes, it works.  The bit in the docs we rarely mention is that while an addon requires a licence tier to be at the level of the largest application you have, it can also be above it.  So 250 Tempo users on a 100 user Jira will work fine.  150 users will be "wasted", so I'd actually ask Atlassian for a downgrade and see what they say, but it won't break.
