CSV file to UTF-8 encoded format

Hello,

Can anybody help out in the ways to convert a CSV file to UTF - 8 encoded format manually, since I am trying to import a CSV file to JIRA.

I have tried all the possible ways of converting but no luck.

I receive the below message from JIRA.

Hello,

Use the Notepad++.

There is an option Convert to UTF8
