CSV Import fails for userid with special character

CSV Import fails for userid with special character (single quote or tick - ', like - Patrick_O'Grady)

This user is existing & active in Jira

Tried by

• File encoding as - UTF-8 or ISO-8859-1
• By enclosing double quotes (like - "Patrick_O'Grady" or "Patrick_O"'"Grady")

Not sure if anything is missed

Any clues, much appreciated.

I've been playing around with this for the last 30 minutes or so, trying every combination I can think of. Based on what I've observed, importing them with the "'" character isn't going to work.. Even when I selected the map option value and manually tried to tie it to my previously created user, it still created a new user for me with username "Patrick_OGrag". Why that is, I'm not sure. You could raise a bug with Atlassian to get some help.
