Can you let me know what is the max limit for import csv in jira cloud from user perspective .
Also , can we change that limit ??

If we're talking about end user perspective and if we're mainly looking at number of entitites that can be imported, the current limitation is (I believe) 250 rows per CSV file. There's a feature request related to extending that number: JRACLOUD-67678: Allow more than 250 csv rows to be imported by specified users outside of the administrator.
Also, end users can only create new work items (related feature request here) and they need "Create work items" and "Manage bulk changes" permissions in order to do so. 👈
For admins, there are also some limitations such as file size (1GB) and character limits for specific fields, but I'd say that's nothing major.
