I would like to know how to reduce these executions and commands, so that you can continue using rules the Butler.

Is this a question about Jira or Trello?
If it's Trello, then, unfortunately, the only way to get more than 200 command runs, would be to upgrade to Business Class. This is something that I had to do as well!
But first I would look at how you've used 200 command runs in 8 days? Butler quotas restart on the 1st of the month, so I would have a look to see what rules you've got running to see if there's any way to streamline what you're automating?
Unfortunately, I'm sorry to say, unless you buy Business Class, your Butler commands won't run until 1 May because you've run out. So even if you look through your commands and see if there are any you can prune, delete or stop, it still won't make Butler work this month.

It´s about Trello, would you know if the Businnes Class, when I have only one person who has the Businnes Class on the board of other users who can use the benefits of that person?

Business Class on Trello is a tricky one!
You don't upgrade a person, you would upgrade a whole Team.
If you have one Team with 1 person (like I do), then it's 1 payment of 1. If you have a Team with 4 people, then it's 4 people's payments.
You can invite people to a single specific board within that Team (as an observer or normal) and it would still be 1 payment for 1 person.
However, if you have 1 person on 2 boards within that Team (that isn't you - or whoever set up the BC on that Team), they would then become chargable.
For example, I have BC for me (I don't use Trello or BC as part of a business or team, I use it for personal use only), I share 1 board within the Team that I have BC set up on with my Husband = only 1 charge for 1 person (me).
If I added him to more than 1 board within the team, he would become a chargeable account, and my BC cost would double because he would have access to more boards than just 1.
So the question isn't really whether everyone would have the benefits of 1 person having BC, you would have to upgrade the Team space, rather than a person for business purposes.
There's a helpful guide here but it does get messy!

Upshot -
You upgrade the Team, not individuals
If you have a Team of 1 - 1 BC cost
If you have a Team of 10 - 10BC cost
If you have a Team of 1 and then add individuals to only 1 board each - 1 BC cost
If you have a Team of 1 and add 1 person to multiple boards - 2 BC cost because they're not a single board guest, they're now counted as a multi board guest and are chargeable.
