Burndown chart for items not associated to a sprint

I want to create a burndown chart based on specific epics or user story Labels on the backlog to see how long it may take to finish a full body of work. 

Is it possible to setup a solution where the burndown charts are showing only specific labels? 

The goal is to assess if more staff will be needed in future sprints based on burndown chart of the searched labels from backlog. I'm also wondering if there is another way to plan hiring capacity based on jira reports.

Ok, so a burn-down chart is a measure of what you are managing to achieve vs what you said you would do in a sprint.

A burn down outside a sprint makes no sense, because you don't have a commitment to measure against, nor do you have the time-box to frame it in.

You should be looking at the other, non-sprint reports to gain a sense of general through-put.  By definition, a burn-down chart simply cannot do it.
