Bulk edit will not allow me to change Epic

When I try to change Epic using bulk operation the drop down doesn't show the labels of our Epics so I need to choose by ID. But, when I choose an ID it gives an error like this:  Issue '***-***' must be of type 'Epic'.

Any idea what I am doing wrong or if this may be a bug?

without seeing the details of the issues you’re updating , it may just as it says.

is the issue ID you’re entering definitely an Epic?

are all the issues you’re updating able to be linked to an Epic e.g no other Epics in selected list.
