Bulk Edit: Both Transition the Status and Edit the Assignee

In Bulk Operation, is there a way to edit the issue and transition issues both on a set of issues?

you can't do both in a single Bulk operation but you can simply run the bulk op twice, once to edit and once to transition. of course assuming that the transition is the same for all.
