I am trying to find an explicit answer to how managed users are handled in billing, but have not yet been able to find this - pointers would be appreciated. Billing for Atlassian Access is clear, but for Jira and Confluence, I assume billing is based on those (SSO-authenticated) users who actually have product access, right? So if users have been provisioned but do not have product access, these do not count towards the billed users?

As you can see in the documentation below, if you are not using Atlassian Access, your billing will be applied on a per-product basis, and only the users which have Product access will be counted for each billing:

So let's suppose you have a user in your site that is added with product access to Jira, but not Confluence. That user will only be counted as a license in the Jira billing.
Now, if you are using Atlassian Access, you will be billed by all users you have in your organization, not mattering what products they are added to. That being said, If a user is added to a single product access (Jira), that user will be counted as a valid license in the same way that another user with multiple product accesses (Jira, Confluence, etc):
