We are anticipating that our products will be used by customers from different markets.  Some will be commercial and some will be in the public sector.  We are trying to understand our options in terms of separating the data so that they are not blended in the data stores. Are there best practices around this?  Also can we set up different ticketing systems so that certain types of tickets are visible on any of the tenants?

Welcome to the Atlassian Community!

Jira does not do multi-tenancy - you can't separate the users completely, and certainly not in the data store.

You can set up projects to be fenced off from other clients, but data such as the list of fields and users from other organisations will still be shared.

The only way to do that is to run separate services for each different sector or client.
