We have product wise projects in JIRA and we use DESK ticket for handling support requests. Some time users submit a new feature request via desk ticket. What is the best practice to create new feature request from desk issue submitted by non dev users?

There are several ways to handle feature requests using JIRA. I can recommend you the following ones:
- Create a new request type on your SD project to create feature requests,
OR
- Create a new SD project to only handle feature requests
Using one of both options above, you will be able to better organize and filter your feature requests and allowing you to easily move the tickets to the correct queue.
