i want to implement Trello with some customers, do i have to pay for every person that i add to workspaces?, is there a way just to add people without edit permissions for free?

Yes, you will need to pay for every person that you add to workspaces. However, you can add multi-board guests, which were free in older versions of Business Class, to reduce your bill. Additionally, Trello is offering a 60-day Premium free trial followed by 60% off Premium for a year on the same Workspace, which is basically Premium at Gold prices.

How are users counted towards billing?

A Trello user who is added as a member to a Workspace—either as a normal member or as a team admin—is considered a billable team member that is included in the cost of Trello Standard or Premium.

Any Guest that is on more than one board within the Workspace is considered a Multi-Board Guest and is billed at the same rate as Standard or Premium Workspace members. See this page for more information on Multi-Board Guests.
