You could use JSM for this as it is more meant as a service management type platform.
However this would be a really customized solution, so if you do not have an admin dedicated to this tool, for managing this type of solution you would either want to hire a Jira admin or work with a consultant as this type of solution will need ongoing maintenance and changes over time: https://partnerdirectory.atlassian.com/
With that said, my old company did have a highly customized solution for something similar and while it worked no one liked it. So while you can get Jira to do a lot of things, many of which it's not meant for, generally you want the right tool for the job, and then create integrations between them. So for instance the assigning escalations can be in JSM but you would want a different tool for the management of bills etc.
