Backlog grooming: moving old items to "attic" without deleting

We have a pretty big backlog and often times when we're grooming, we put in categories like "on-hold", "nice-to-have", or "never". Is there a way to create another section under backlog that would be called "attic" or something like that, so we can move these ultra low priorities out of our main backlog without deleting them.

Deleting stuff from Cloud is problematic, as there is no "undo".  We solve that by adding an "Abandoned" custom field and remove all of those from filtered board views.  We may find them later with a simple search.

Extending that idea to your use case, you could add a label, component, or custom field to indicate "freezer" issues.  Then add a quick filter to show them (or not), and when you want them in the backlog, they are present.  When not wanted, unselect that quick filter. To unfreeze them, just remove the indicator.

I don't believe there is a way to add another section below the Backlog section.

You could modify the filter for your board to exclude issues that get those categories, and have a separate board that has all the issues or just the ones in those categories for period review.

If you are working with a scrum board you could create a fake sprint, one that never gets started, and move those issues to that sprint.
