I have a JSM and also a JIRA project that when the JIRA ticket transitions to DONE status in the workflow I want to automate the linked JSM ticket to transition to RESOLVED. Is this feasible when there are 2 different workflows?
Yes, that is possible. Just make sure that you are setting the scope to be multi project and include both projects. Since it has to be multi scope you need to be Jira admin in order to create the rule.

Also to add to Input from @Mikael Sandberg check the rule actor. It needs permission to transition issues in both projects, otherwise the rule may look fine but still not move the linked issue.
